GSA approves Outreach contract and forms advisory committee to vet groundwater items

The Madera County Groundwater Sustainability Agency board approved two administrative items on Jan. 28, 2025: a contract with Linguistica Interpretation and Translations LLC (listed in staff materials as the selected vendor) for outreach, education and translation services funded 100 percent through a multi‑benefit land repurposing grant, and a resolution creating a GSA committee to meet monthly to vet GSA matters prior to full board consideration.
Stephanie (Director of Water and Natural Resources) explained the Logistika contract is a two‑year agreement through Dec. 31, 2026, with $150,000 allocated for outreach and translation to support multi‑benefit land repurposing projects; staff said the majority of outreach funding is intended to support farmer engagement but the grant requires community outreach. The contract passed on a 4‑0 roll call.
On a separate GSA agenda item, the board adopted a resolution establishing a standing GSA committee meeting at 1:30 p.m. to provide an in‑depth review of items before they go to the full board; the committee would be chaired by the board chair and vice chair or other appointed members and was proposed to start in March 2025. The resolution passed by roll call after a public comment of support from Noah Lopez of the Madera Ag Water Association.
