The Madera County Board of Supervisors approved a general-plan amendment and rezone for a parcel on Golden State Boulevard (project 2022-003 / rezone 2022-004) following a staff presentation and public hearing on Dec. 10.
The Community and Economic Development planning staff told the board a mitigated negative declaration and mitigation monitoring program had been prepared and that the Planning Commission had recommended approval. Staff highlighted air-quality mitigations for nearby sensitive receptors including a landscaping buffer and a 250-foot separation for truck-tractor parking, as well as a traffic study and a cap on project square footage tied to additional review.
Two speakers had opposed the project at the Planning Commission level, citing concerns about impacts to livestock, but no public comments were offered at the board hearing. Supervisors discussed surrounding land uses and noted the parcel is already in an area with established trucking operations and related commercial development.
The board approved the mitigated negative declaration, mitigation monitoring program and the zone change by roll-call vote. Staff said future larger development proposals on the property would return to the planning director or to the board if they exceed established thresholds.
