Committee backs transfer of Type 21 off‑sale liquor license to Dapper in Nob Hill

The San Francisco Board of Supervisors Public Safety and Neighborhood Services Committee voted 3-0 on Feb. 13 to forward a resolution recommending the person‑to‑person, premise‑to‑premise transfer of a Type 21 off‑sale general beer, wine and distilled spirits liquor license to Dapper Nob Hill LLC, doing business as Dapper, at 1198 Pacific Avenue.

Officer Froines of the San Francisco Police Department’s ABC liaison unit presented a PCN (public convenience or necessity) report indicating there were zero letters of support and zero letters of protest. Froines said the location sits in Plot 136B, a low‑crime area, and in Census Tract 106 (or 108 per the report), a low‑concentration area. The SFPD recommended approval with a condition that petitioners actively monitor the area under their control to prevent loitering, referencing ABC 253.

Supervisor Danny Sauter said he supported the transfer and described the site as a longtime corner/grocery location that, in its new form for about a year, has been well received by neighbors and sits between Russian Hill, Nob Hill and Chinatown. A representative of the applicant, identified in the hearing only as the applicant’s representative, said resurrecting the space after the pandemic has been “an honor” and that the shop has been well received by neighbors.

There was no public comment. The clerk was directed to prepare a resolution making the determination that transfer of the Type 21 license would serve the public convenience or necessity and forward that resolution to the full Board of Supervisors with a positive recommendation. The motion passed on a roll call of Vice Chair Bilal Mahmood, Supervisor Danny Sauter and Chair Matt Dorsey (3 ayes).
