City engineering staff on Dec. 2 presented a progress update on negotiations for Floyd Dryden and a range of options for the Marie Drake building, then the Public Works and Facilities Committee voted to direct staff to pursue a middle-ground option for Marie Drake that would demolish approximately 80% of the classroom wing, create parking in the cleared area, and retain the gym, planetarium and key basement systems including the boiler and IT hub.
On Floyd Dryden, staff said negotiations are ongoing between the City and potential users, and a draft lease could be ready in early 2025. For Marie Drake, engineering staff reported concern about asbestos in HVAC components and laid out several alternatives with widely varying cost estimates: from limited preservation and minimal abatement to extensive abatement and tenant improvements, conversion to offices, or full demolition to create parking. Staff presented cost ranges spanning approximately $40,000 for minimal stabilization up through multi-million-dollar options; full demolition and parking was estimated in the tens of millions in the packet (transcript cited figures up to about $9.2 million for full demolition with 212 stalls; other partial options were in the $8 million range with fewer stalls).
Assembly member Smith moved that staff pursue option 3 — the partial demolition of the classroom wing (about 80%), backfill with parking, retain the boiler/IT hub and retain gym/planetarium — and forward the recommendation to the full assembly for further consideration. The committee approved the motion on a roll call: Smith "Yes," Kelly "Yes," Hall "Yes," Chair (referenced in transcript) "No." The chair said she objected because she wanted more information on relocation costs for the IT hub and alternatives to demolition. Staff noted the estimated figures did not include costs to relocate the IT hub if it were removed and said relocation would be expensive and require a new suitable site.
