Members of the Public Works and Facilities Committee on Dec. 2 approved additions and removals to the draft FY2026 legislative capital priorities list and agreed to forward the complete list to the full assembly for ranking.
Committee discussion focused on the purpose of the priorities list, described by staff as an aspirational, advocacy-oriented list that the city submits to the state and federal delegations when seeking project funding. Staff recommended keeping the full list available for assembly members to rank individually rather than having the four-member committee unilaterally narrow the list to a top 10.
Assembly member Smith moved — and the committee accepted by unanimous consent — to remove four projects listed in the meeting memo (public safety radio improvements; JDHS HVAC and heating system upgrades; municipal composting; Aurora Harbor rebuild phase 4) and to add two projects (glacial outburst flooding response, mitigation and preparedness; Aurora Harbor drive-down float project). Committee members said they would forward the full list to the assembly, which will provide rankings and ultimately determine the top priorities before the legislative breakfast in late January.
