Cumberland County commissioners approve NCDOT settlement, equipment purchases, design contract and committee restructuring

At its Dec. 10 meeting, the Cumberland County Board of Commissioners approved a $375,000 settlement and acceptance of a 24-acre DOT tract to relocate a Camden Road convenience center, authorized purchases and contracts (approximately $620,000 total), approved committee restructuring and issued a proclamation for NAMI; most votes were unanimous.
The Cumberland County Board of Commissioners on Dec. 10 approved a package of consent and action items that included a settlement with the North Carolina Department of Transportation to relocate a Camden Road convenience center, authorization to purchase equipment for the solid waste department, a service agreement for transfer-station design, committee reorganizations and a proclamation recognizing NAMI (National Alliance on Mental Illness).
Solid waste and environmental staff described the settlement with NCDOT: the county will receive $375,000 and be given a 24-acre DOT-owned tract at the intersection of Parkton and Berson Roads to develop a replacement container site for the Camden Road convenience center. Amanda Lee, environmental director, told the board the county and DOT had discussed acceptable alternative sites and identified the DOT tract for development.
The board also approved several purchases and contracts that were included in the FY 2025 budget and funded in part by grants. The board approved purchasing a fuel truck for the solid waste department for $228,311; Amanda Lee said most of that purchase will be paid with a Volkswagen Phase 2 settlement grant and that a condition of the grant requires the existing fuel truck be salvaged or destroyed. The board authorized the chairman to execute the preaudited, legally sufficient contract. The purchase vote was recorded as unanimous.
The board approved a $250,000 service agreement with Smith Gardner, Inc., to complete design services for the Anne Street landfill transfer station and authorized the chairman to execute the contract. The board also approved the purchase of a yard spotter for $141,481.40 to aid trailer handling in the county’s material-moving operations. Both approvals were unanimous.
Separately, the board approved restructuring its advisory committees: splitting the finance and audit functions into separate finance and audit committees (the finance committee to absorb the ARP committee), adding a policy committee to review and recommend policy positions, renaming the Homeless Support Center Committee to the Unhoused Support Center Committee, and creating an infrastructure committee focusing on water, broadband, sewer and roads (absorbing the Grays Creek and countywide water committee). The committee changes were approved unanimously.
Vice Chairwoman Jones presented a proclamation for the Cumberland County affiliate of NAMI to recognize volunteers and partners at the group’s "Heroes for Mental Health" event; the board approved the proclamation effective Dec. 10, 2024.
Most of the consent items were moved and approved without extended debate. The board then moved to monthly reports and adjourned.
