The Municipal Corporation Committee voted to send proposal 172025 appointing Kelly D'Ossay to the Marion County Health and Hospital Corporation Board of Trustees to the full council with a due-pass recommendation on a voice vote.
Kelly D'Ossay, introduced to the committee as the nominee, said she is “deeply committed to, building stronger and healthier communities” and described past work “at an adult city center previously” and current work “in affordable housing,” saying those experiences inform her interest in health governance. The committee did not conduct a roll-call vote; the motion was moved by Councilor Keith Graves and carried by voice vote with no recorded opposition.
The appointment drew councilor remarks urging communication and transparency from council appointees. Councilor Jesse Brown noted the size of the Health and Hospital Corporation budget, saying, “I remember being a little bit shocked, when we did the budget last year that, Health and Hospital Corporation has a far larger budget than the Indianapolis City budget.” Brown and others also asked the appointee to keep the council informed of board developments. Several councilors referenced an ongoing, widely noticed legal matter involving the Health and Hospital Corporation, described in the meeting as the “Teleski” (spelling as stated in committee remarks) case, and asked the appointee to help support timely resolution.
D'Ossay told the committee she hopes to “help continue to bridge the gap between health care and resources, especially for our most vulnerable.” Councilors acknowledged her background and encouraged regular updates to the council, such as meeting notes or summaries, so the council does not learn of issues from media coverage.
The committee moved the appointment to the full council for final action.
