Yolo County Assessment Appeals Board approves stipulation for Inshape Solutions LLC; denies application for nonappearance

The Yolo County Assessment Appeals Board unanimously approved a stipulation on application number 22-172 for Inshape Solutions LLC and denied application number 23-056 for lack of appearance during its Jan. 29, 2025 meeting.
The stipulation for Inshape Solutions LLC resolved what board members described as a double assessment of certain fixtures. Assessor's office staff explained the fixtures had appeared both as business personal property (on a 571L listing) and as improvements on the secured tax roll. Assessor's office staff said the remedy was to leave the value on the secured real property (as improvements) and remove the duplicate amount from the fixtures/personal property category on the 571L. “We wanted to leave it on the real property side. We removed it from the fixtures category,” Assessor's office staff said during the discussion.
A board member said the stipulation's lower amount initially confused them because they read it as a transfer onto the real estate; staff clarified the adjustment was a removal from the fixtures category and a reclassification on the secured roll. After discussion the board member moved to approve the stipulation for application number 22-172; another member seconded the motion. The presiding member called for the vote and recorded unanimous approval.
On item 9, application number 23-056, the board denied the application for nonappearance. Madam Clerk confirmed the applicant had been properly noticed and, according to the clerk, had confirmed receipt on Aug. 19, 2024. Assessor's office staff said the office had attempted to contact the applicant about five times without receiving a response. A board member moved to deny application 23-056 for lack of appearance; the motion was seconded and carried by unanimous vote.
Before adjourning into closed session, the board noted the next meeting is scheduled for Feb. 26, 2025. Board members discussed an Oak Shade matter and staff said a response to the board's 441(d) request had been received the prior Friday but that staff needed more time to evaluate the materials; the board indicated the matter was being continued and that a stipulation may be forthcoming.
