Hayden council hears update on PEL study for Hayden/Hunter corridor; public meetings set for spring

The Hayden City Council on Jan. 28 heard an update from Idaho Transportation Department (ITD) staff and the Kootenai Metropolitan Planning Organization (KMPO) on a Planning and Environmental Linkages (PEL) study examining alternatives for a multi-segment transportation system connecting Interstate 90, U.S. 95 and Highway 53 across the Rathdrum Prairie.
The presentation traced a series of prior transportation studies dating to 1997 and described how those efforts, plus a 2009 access-plan and a 2021 alignment update, led ITD and KMPO to the current PEL. KMPO staff said the PEL narrowed roughly 50 initial concepts through screening to 13 alternatives and will narrow those to three or four this spring and then to a final one or two alternatives by summer. ITD said the PEL is being used to identify a locally preferred system that can support future National Environmental Policy Act (NEPA) study work and competitive grant applications.
