Fire Chief Eric Neal told the council that the city had opened a warming center during the recent winter event but that just one person used it for about three hours. "So based on the lack of use under the current SOP, we recommend that it remain the same," Chief Neal said, recommending no change to the existing triggers in the Standard Operating Procedure.
