Dylan, a consultant working on the district’s HRSA grant, told trustees on January 23 that administrative changes at HRSA have delayed the district’s account access and that one federal financial report is past due.
“Based on the information that we have right now, it is my recommendation that we withdraw the revised budget at this time,” Dylan told the board. He said the revised budget would not materially change the district’s original $2,000,000 submission and that the district should instead compile past-due invoices to match expenditures to the original budget before resubmitting if required.
Dylan said staff are trying to set up a meeting with newly assigned HRSA staff and to designate the board chair as project administrator in the HRSA system so the district can access the payment management system and determine outstanding obligations. He said the first priority upon system access will be to identify and address any past-due federal financial reports.
No board action was taken on the HRSA account at this meeting. Dylan said he would continue outreach to HRSA and follow up with the board chair and clerk to resolve account access and to prepare documentation of expenditures for potential resubmission.
