Council approves sign-color exemption for Bank of America at Rooney Ranch; commissioners had earlier recommended approval

The Town Council voted 7-0 on Jan. 20 to approve a PAD sign exemption for the Bank of America pad at 10775 North Oracle Road in the Rooney Ranch Planned Area Development, allowing the site to follow the town zoning code’s sign color rules rather than the Rooney Ranch requirement limiting signage to copper patina.
Senior Planning Technician Patty Hayes explained the request was limited to the Bank of America pad and focused on color, not size. "The primary purpose of this request is to be released from the copper patina sign color," Hayes said, and staff noted the town zoning code would continue to limit sign size and illumination to the same maximums the Rooney Ranch standards allowed.
Hayes told council that the larger center is privately held and has contractual complications that prevented the whole shopping center from pursuing a single, cohesive sign program. That contractual situation left a path in the zoning code for individual pads to pursue PAD sign exemptions. Hayes said McDonald's and Taco Bell at the same center previously received similar PAD exemptions.
The applicant, Fernando Garnica, said the request allows the bank to use its standard branding and color within Oro Valley code limits.
Vice Mayor Barrett and Council Member Jones Ivy expressed concern that granting exemptions to national chains could disadvantage small tenants in the strip and said a site-wide solution would be preferable. Hayes and staff explained the contractual issues prevented the entire center from presenting a single sign program.
Motion and outcome: Mayor Winfield moved to approve the PAD sign exemption for the Bank of America site at 10775 North Oracle Road "based on a finding that the request is consistent with the town zoning code." Council Member Green seconded. The motion passed 7-0.
