Indianapolis Board of Public Works approves multiple engineering contracts and amendments

The Indianapolis Board of Public Works on Jan. 22 authorized a new professional services agreement and approved six amendments to existing engineering contracts covering street and bridge work, intersection improvements, on-call design services and a daylighting study for Pogue's Run.

The board approved a new inspection professional services agreement for Grassy Creek Greenway Phase 1 with First Group Engineering Inc., a contract not to exceed $286,500 and an agreement expiration date of Dec. 31, 2026, the presenters said. Jason Woth, administrator of construction for DPW Engineering, said First Group was selected through RFQ 2024-2 and that “First Group Engineering Inc's XPE participation will include 13% to Value Plus Engineering Solutions, 6% to DB Engineering, 8% to Monument Engineering.”

In other actions, the board approved an amendment to a residential street reconstruction professional services agreement with the Corradino Group Inc., increasing that agreement by $149,207.88 to a new total not to exceed $919,658.67 and extending the contract to Dec. 31, 2025. The engineering division described that amendment as covering additional inspection work and updated rate schedules.

The board also ratified a time-only extension for ST-25527, 2025 asphalt rehabilitation and structural reconstruction, area 1, a project covering Kentucky Avenue (from I‑465 to Mann Road) and Mann Road (from I‑465 to Kentucky Avenue). John Bowen, chief engineer with DPW, said the amendment is "just a time only" extension to accommodate a change in the project delivery schedule and does not change the contract amount.

An amendment to ST-46018 for the County Line and Madison intersection improvement with Crawford Murphy & Tilly Inc. likewise extended the agreement expiration date to Dec. 31, 2026. Bowen said the work “is not a major redesign,” noting additions such as ADA ramps, some widening, and sidewalks.

The board approved amendment 1 to BM-32071 for Shelby Street over Pleasant Run with Butler, Fairman & Seifert Inc., increasing the contract by $6,890 to a new total of $449,151.44 and extending the expiration date to Dec. 31, 2027. Bowen said the additional funds cover a tree survey and construction entrance access that were not in the original scope and that a subconsultant change swaps Etika Group in place of Eagle Ridge Veil Engineering Services.

The board authorized amendment 5 to ENG-20002, an on-call transportation design services agreement with SJCA Inc., increasing the contract by $150,000 to a new total not to exceed $1,250,000 and extending the expiration to Dec. 31, 2026. Bowen said the funding will support additional work on BRID-16075, a bridge rehabilitation on Falcon Drive and Eagledale Drive over Falcon Creek, including evaluation of a lining option for corrugated metal pipe culverts and adding an additional downstream structure to the rehabilitation work.

Shannon, DPW stormwater administrator, presented amendment 1 to CH-32-003, a Pogue's Run Daylighting Study with GAI Consultants Inc., and said the amendment updates rates and extends the contract expiration to Dec. 31, 2025. On the daylighting concept, Shannon said, “Pogue's Run, through much of downtown, is actually in a tunnel... this is actually looking at opening up what is now tunnelized so you can actually see the stream again.” The meeting transcript did not specify a clear total agreement amount for this amendment; the presenter stated “no change to the total agreement amount of 500,000 dollars 1,000,” which was not clarified at the meeting.
