The staff presentation outlined a phase-one footprint on South White Street from Roosevelt Avenue to East Owen Avenue Extension and proposed hours of Thursday through Saturday, noon–9 p.m. Businesses within the footprint would be allowed to opt in; participating ABC-permitted establishments would use clear cups with a social-district sticker that lists the business name, date and time. Staff said the town manager would have authority to suspend the district at the recommendation of the chief of police and proposed an April 3 implementation date if the ordinance is adopted. A six-month review was proposed for the board’s October meeting.
