Caroline County approves multiple temporary and multi-event alcohol licenses and a license transfer

The Caroline County Board of License Commissioners approved a series of temporary and multi-event alcohol licenses and a transfer of an off-premises seven-day beer, wine and liquor license at its Jan. 22 meeting.

The board granted multi-event licenses or temporary event permissions to the Greensboro Volunteer Fire Company (30 events for 2025), Chesapeake Culinary Center (up to 10 events), Ridgely Volunteer Fire Company (up to 10 events), Goldsboro Volunteer Fire Company (20 events), Friends of the Caroline County Public Library (one trivia event March 1, 2025, 6–10 p.m.) and the Caroline-Dorchester 4-H Fair Board Sportsman’s Bash (Feb. 8, 2025). Staff said applications were complete, site plans matched prior filings, and required alcohol awareness (TIP) certificates were on file or awaited in one case.

Separately, the board approved a transfer of the Class A off-premises beer, wine and liquor license for the business trading as Star Gas and Diesel at 100 North Main Street in Greensboro. The transfer replaces two existing license holders with one new local license holder; staff reported that criminal history checks returned no disqualifying entries and that corporation documents were legally sufficient. If the transfer is completed, fees must be paid and the old license returned before a new license is issued.

Event includes indoor sales of beer and cider; admission charged. - Star Gas and Diesel (Mahakali Enterprise Inc., 100 N. Main St., Greensboro) — transfer of Class A seven-day off-premises license: approved (motion and second; ayes). Staff exhibits on file included the public notice, staff report, corporate documents, release letter from the comptroller’s office and consent forms from property owner and current license holders. Outstanding items to complete the transfer are payment of fees and return of the prior license.

Board staff said most applications were renewals or like-for-like approvals with no substantial changes to previously approved site plans. For outdoor activity adjacent to indoor halls (for example, Greensboro and Ridgely), staff described fencing and single gated entry points used to contain alcohol sales to the licensed area. In one case the applicant noted pending county-level legislative changes that could allow non-fire-company licensees to store alcohol between events.

The board heard brief supporting comments from alcohol enforcement staff who said they regularly inspect events and had no outstanding concerns for the listed applicants. Applicants and representatives were sworn and answered routine questions about site plans, TIP certifications and event operations.

The board moved on to a separate show-cause matter after completing the license approvals.

Ending note: Board staff reminded licensees that transfer approval was conditional on submission of fees and the old license; license holders were also urged to keep TIP certification records current and to notify staff promptly of any staffing or site-plan changes.
