Public Utilities seeks contract authority for plant security, SAP support and joins water-reuse group

The Toledo Department of Public Utilities presented four items at the Jan. 21 agenda review, including contract authority to address unexpected equipment failures at the Reynolds area pumping station, sole-source contracting for security control equipment, an extension of SAP application maintenance support, and a proposed membership in a national water reuse organization.
Andy McClure, commissioner of plant operations, said the Reynolds pumping-station amendment clarifies contract authority so the city can replace a third drive that failed after the project began. McClure requested standard committee consideration (SEP) for the amendment.
McClure also described a needed procurement path for replacement parts and service on plant security equipment originally installed in the early 2000s. Much of that system is Siemens equipment; McClure said the city requires sole-source contracting with Siemens for repair, maintenance and occasional replacements.
Cindy Jeronimo, commissioner of utilities administration, presented a joint contract with the finance department to extend the SAP application maintenance support (AMS) contract for both the city’s finance ERP and the utility S/4HANA system. The proposed contract period is two years with an option to renew for two more years. Jeronimo said the ordinance would authorize annual expenditures not to exceed $180,000 from the general fund for the ERP AMS services and not to exceed $4,128,500 annually from the Utility Administration Fund for the utility S/4HANA system; the administration requested a waiver of competitive bidding for the extension.
Finally, department leaders proposed membership in the Water Reuse organization, a national group focused on wastewater reuse opportunities. Doug Stevens, director of Public Utilities, told council the membership would support messaging, help identify reuse opportunities for effluent from the Bayview Water Reclamation Facility and could, depending on future developments, help generate revenue streams.
Council members recorded committee recommendations in the meeting record; no final contract approvals were completed during the agenda review.
