Planning staff member Antonucci told the council the petitioner, identified in the record as Martinique Tucker, proposed operating a Type A home (Smart Start) occupying both floors of an 1,148-square-foot, two-story house. The application requests care for a maximum of 12 children ages 6 weeks to 12 years, with days of operation anticipated Monday through Friday from 6 a.m. to 12 a.m. (midnight) with alternating weekends. If approved, the petitioner intended to hire one full-time assistant; the property includes a detached one-car garage, on-street parking, a chain-link-fenced rear yard for outdoor play and is on a dead-end street. The traffic engineer reported no concerns with drop-off or pickup.
The petitioner addressed the council remotely and said converting from a Type B to a Type A license would allow her to accept more children and better meet community needs. "I would like to be able to bring in more children and be able to meet their needs," the petitioner said, adding the change would allow hiring and business growth.
The committee recommended approval with suspension of the rules, and the council passed the ordinance 12-0.
