Akron council adopts Glendale Avenue redevelopment plan, enabling tax-increment financing under Ohio law

Akron City Council on Jan. 27, 2025, voted 12-0 to adopt an ordinance approving the Glendale Avenue redevelopment plan, a proposal covering roughly 0.9 acres on the north side of Glendale Avenue just west of downtown.
Planning presenter Kurt Muellhauser told the council the redevelopment area consists of two parcels developed with vacant commercial buildings; one parcel is city-owned and the other privately owned. Zoning within the redevelopment area is U-4 commercial and UPD 40-B. The plan will not change the existing zoning and allows specified residential and retail uses under the UPD 40 district.
Muellhauser said the establishment of the redevelopment plan gives the city the ability to utilize tax-increment financing (TIF) under provisions of the Ohio Revised Code to assist development in the plan area. "The proposed redevelopment plan will assist in development of parcels in the area," Muellhauser said.
Councilman DeShazer highlighted local history and connectivity in his remarks, saying the plan contributes to a long-range vision for a promenade linking Glendale and downtown and the Oak Park neighborhood.
The council suspended the rules and approved the ordinance in the same session; the clerk recorded the ordinance as passing 12 to 0.
