Board hears first readings of mandated policy updates on student health and law enforcement cooperation

During the work session, district administrators presented first readings of multiple policy revisions required by state guidance, including changes related to residency eligibility, HIV procedures, student vaping and electronic smoking devices, electronic surveillance, and cooperation with law enforcement.

Policy 5111, addressing eligibility of resident and nonresident students, was tabled for at least one more month while the district seeks clarification from the state and additional information. A presenter described widespread questions among districts about that policy and said the item was deferred for further review.

The board received first readings of several mandated updates: Policy 5512 (HIV revision), which clarifies parental notification requirements and procedural guidance for when the district must pause investigation and notify law enforcement; Policy 5533 (student smoking), which adds reporting and seizure provisions for electronic smoking devices when school officials reasonably suspect the device contains a controlled dangerous substance or cannabis; Policy 7441 (electronic surveillance in school buildings), which describes a memorandum of understanding for limited law enforcement access to live streaming; and Policy 9320 (cooperation with law enforcement agencies), which allows the superintendent or designee to designate a law enforcement unit for the district and addresses the Handle With Care program.

Meeting presenters emphasized these were first readings and mandated updates; no final board action was taken. The board asked staff to return with clarifications and supporting materials at future meetings.
