Council approves $311,000 budget amendment and $3.48 million contract for Eustic Road improvements

Meridian City Council approved two measures on Jan. 14 to finish parts of the Eustic Road widening project between 10 Mile and Black Cat Road. Council voted to amend the FY2025 budget by $311,000 to pay for streetlights on the south side of Eustic Road and then approved a contract and purchase order for water, sewer and roadway work in a vote later in the meeting.
City public works staff told council the streetlight requirement was added after the project was moved forward on ACHD’s schedule and the lights were not budgeted last year. The south-side lights will be installed between 10 Mile and Black Cat; north-side lighting will be installed later by adjacent development. Public works staff said the amendment is the only way to add those lights this year without delaying work that is already underway.
Councilor Taylor said the lights advance partner-agency coordination and public safety, and asked to act so the city could take advantage of ACHD’s construction schedule. The motion to approve the $311,000 amendment passed unanimously by roll call.
The council then considered a separate contract to complete the water and sewer portions of the same project. Staff described the CHC contract as the balance of work for the 10 Mile Road improvements and said it includes the new streetlights. The council approved the contract and purchase order for an amount not to exceed $3,483,282.82; the vote was unanimous.
Council members did not make changes to the scope described at the meeting; staff said all design, permitting and construction work will follow ACHD requirements and city procedures. No appeals or amendments were offered at the council meeting. The council also approved the consent agenda earlier in the meeting, which included other routine items.
