CPOB approves one independent review, declines two others and adopts annual report; minutes approved

At its Jan. 14 meeting the Community Police Oversight Board voted unanimously to open an independent investigation into a disputed Oct. 2024 traffic arrest (EC2024-1186). The board declined independent reviews of two older complaints and approved its annual report and the Dec. 10, 2024 minutes.
The Community Police Oversight Board (CPOB) took several formal actions at its Jan. 14 meeting:
- Independent investigation approved: The board voted to direct the OCPO to conduct an independent review of complaint EC2024-1186 (Elijah Hannah), a traffic-stop arrest from Oct. 13, 2024. The board's preliminary review noted disagreement between the Internal Affairs Division's conclusion that no policy violation occurred and OCPO's observation that the internal review did not fully address an allegation of improper or false arrest. After discussion the board voted to open an independent investigation; the motion passed unanimously.
- Independent investigations declined: The board voted not to refer two other independent review requests for full independent investigation: a 2022 nightclub arrest complaint from Ricardo Suprise and a July 2024 complaint about an off-duty officer's uniform and demeanor (filed by Haley Colbert). OCPO and Internal Affairs had conducted preliminary reviews; the board accepted those findings and declined to open independent follow-ups on those two matters.
- Administrative actions: The board approved the Dec. 10, 2024 minutes (motion carried) and unanimously adopted the OCPO annual report for submission to City Council with minor typographical edits.
What the board recorded: For the Hannah matter the board found reason to investigate further because the internal affairs preliminary review had not examined an allegation of false or improper arrest in sufficient depth. For the other two complaints, the board accepted internal-review findings that either no policy violation was supported or that the issue (an incomplete uniform) had been handled through the chain of command.
Why it matters: The independent review authority is a central tool for OCPO oversight. The board's decision to open one independent review and decline two others shows the board exercising its gatekeeping role while conserving investigative resources for cases where preliminary reviews leave open potentially unaddressed policy issues.
Next steps: OCPO's special investigator will conduct the authorized independent review; the board and OCPO indicated they will report back to the board with timelines for completion. OCPO also will submit the adopted annual report to City Council per its ordinance schedule.
