The Henrico County Board of Supervisors held its organizational meeting Jan. 14 and elected Dan Schmidt as chair and Roscoe D. Cooper as vice chair for calendar year 2025. The board also approved its meeting calendar for 2025, adopted an electronic participation policy required by state law, and confirmed a large set of appointments to county advisory boards and regional entities.

County attorney Andrew Newby administered portions of the organizational business and explained procedural items during the election and roll call. Nominations opened for chair under the board’s customary rotation; after nomination and a second the board voted to confirm Dan Schmidt as chair. The board then nominated and confirmed Roscoe Cooper as vice chair.

The board adopted a 2025 meeting schedule that generally sets regular meetings for the second and fourth Tuesdays of each month at 6 p.m., with exceptions: July will meet only the fourth Tuesday; November’s meeting falls on Wednesday, Nov. 12 because of Veterans Day; December meetings will occur the first and third Tuesdays. The board also adopted an annual electronic participation policy in conformance with state law.

Members approved dozens of appointments to commissions and boards, including the Planning Commission, Board of Building Code Appeals, Board of Real Estate Review and Equalization, Henrico Area Mental Health and Developmental Services Board, Economic Development Authority and numerous advisory committees and regional bodies. Several appointees were sworn in at the meeting.

Most organizational motions were approved by voice vote after motion and second; the clerk recorded the resolutions as carried.

Why it matters: annual organizational actions set the board’s leadership, meeting cadence and committee representation for the year, and populate advisory bodies that provide recommendations on zoning, public safety, housing, parks, transportation and other county business.

What’s next: appointees will serve the terms listed in each resolution; staff will transmit appointment oaths and the board will proceed with its regular agenda items for 2025.
