Committee approves $1,059,028 renewal for inmate medical contract with Advanced Correctional Health

The Jackson County Public Safety and Transportation Committee voted unanimously Jan. 13 to renew the county's inmate medical services contract with Advanced Correctional Health for $1,059,028.
Sheriff Schutte told the committee that the contract price had been reduced from an earlier, much higher figure after negotiations and operational clarifications. "We had an increase of over $300,000 or right around $300,000, for our medical expenses," Schutte said, and added that the vendor initially proposed charging RN rates across the board before allowing licensed practical nurses to staff the facility.
The sheriff said Advanced Correctional Health had wanted all nurses to be RNs and would have charged a premium rate for that staffing model, and that the contract previously included medical-assistant staffing that the vendor no longer planned to provide. "They have since allowed the use of LPNs in our facility, which is why we have this dramatic decrease," Schutte said, explaining how the county arrived at the lower total.
Commissioner Bair raised a formatting error in the packet cover letter, noting the document listed a different figure. Bair pointed to a line that appeared to show "$1,000,058" instead of the correct contracted amount. Schutte acknowledged the typographical error and the committee proceeded to formalize the correct amount.
Commissioner Duckham moved to approve the sheriff's renewal of the inmate medical contract with Advanced Correctional Health at a cost of $1,059,028; the motion was supported by Commissioner Williams and passed unanimously.
The sheriff said the county issued a request for proposals and Advanced Correctional Health was the only bidder, which he attributed in part to the "uniqueness of our facility." He also said the county was able to "piggyback off of Livingston County" for certain staffing arrangements that produced a more manageable price.
The contract renewal will proceed as approved by the committee and the matter was recorded as passed in the committee's minutes.
