Planning commission backs Mayfield retail site plan with conditions including fence along soccer field

The Planning Commission voted to forward a positive recommendation for a commercial site plan for a five-unit retail shell building at 2465 West 280 South (Lot 6, Mayfield Subdivision Plat A) in the Grove zone, Mixed Housing subdistrict.
Jacob Hawkins of the Planning Department presented the proposal, telling commissioners the primary building materials are stone and fiber cement siding with stucco accents. The building footprint includes five commercial units; the southernmost unit appears intended for a restaurant with a drive-through. Because the anticipated primary uses are retail and restaurants, the proposal requires 41 parking spaces; the plan provides 46.
Hawkins said the applicant proposes 10,974 square feet of landscaped open space — 26.7% of the lot — exceeding the Grove zone’s 10% open-space requirement. A jurisdictional wetland area exists along the western edge of the parcel; the applicant will maintain that area and had contacted the U.S. Army Corps of Engineers regarding minor bank work. The city’s design review board had approved the site plan conditional on installation of a fence on the southern border that is “sturdy enough to withstand any potential damage from the soccer field to the south.”
John Davis of Lane Davis Architects spoke for the owner and confirmed the team will install the fence, avoid floating mulch and coordinate wetland maintenance. After hearing no public opposition, Commissioner Butler moved to forward a positive recommendation subject to staff’s conditions and meeting all final planning, engineering and fire department requirements. The motion passed without recorded opposition.
Staff’s recommended approval includes a condition that final planning, engineering and fire requirements be satisfied and that the southern fence be included on final plans.
