Finance committee directs staff to evaluate $20M water/wastewater bond and begin $10M school bond process

The Assembly Finance Committee on Jan. 8 directed staff to evaluate placing a $20 million general-obligation bond for water and wastewater projects on the fall ballot. The direction passed 7–1 (Chair Wall opposed). The committee asked staff to return with analysis of project lists, impacts on utility rates and debt-service scenarios.

Separately, the committee also asked staff to begin the process for a potential Juneau School District bond of $10 million. Committee members debated appropriate timing and whether a larger school bond should be pursued if a state reimbursement moratorium were to lapse; after discussion the committee instructed staff to proceed with the $10 million planning process.

Why it matters: Staff told the committee that each $10 million in utility capital invested would reduce wastewater rate pressure by about 3 percentage points in projected rate increases. Committee members said water and wastewater bonds could blunt large utility rate increases now projected in coming years; members who opposed immediate bond action said voter appetite and timing merited caution.

Timing and next steps: Staff identified a practical timeline for fall-ballot actions and noted a drop-dead date of July 28 to have ballot language prepared and mailed in time for an autumn election. Committee members asked that staff and relevant advisory groups (Utility Advisory Board; Public Works and Facilities Committee; Joint Facilities Committee for schools) develop more detailed project proposals and debt-service options for committee review.
