County staff outline roof/HVAC timeline and restart kitchen renovation work at county jail

Delaware County staff told the Jail Oversight Board on Jan. 13 that a major roof re‑coating and HVAC replacement project at the George W. Hill Correctional Facility is expected to begin in spring 2025 if the contract is awarded.
The warden and county staff said bidders were prequalified and final offers were under review; County Council will receive the recommendation for contract award. County staff gave a preliminary start date of April 2025 with an anticipated completion date in July 2027 for the roof/HVAC project.
"This project is going to be an enormous undertaking, and we will have to have a large number of collaborative discussions with multiple partners," the Warden said, explaining the need to phase work and maintain security in an inhabited facility.
Staff said the project will be coordinated with a larger security systems upgrade so that work can be phased safely across occupied areas, and that the county will coordinate with judges and the sheriff's department when operational impacts to court transports may occur.
Separately, staff said the kitchen renovation project is being reengaged. County representatives said they will revisit drawings with engineers, complete additional site surveys and work with the county's construction management firm—BSI—to assess feasibility, cost and phasing for an operational commercial kitchen and the officer dining room. A walkthrough of the kitchen was scheduled the week following the meeting to firm up scheduling.
County staff described both projects as necessary to maintain safe, temperature‑controlled conditions and to modernize operational spaces. No formal votes on capital awards were taken at the oversight board meeting; staff said recommended awards would be presented to County Council for approval.
