The Planning & Zoning Commission had recommended approval on Nov. 13. Katie Wright, associate planner, told council staff had found the proposal met applicable parking, landscaping, bulk‑standard and subdivision requirements and that utilities or required improvements would be available as outlined in the engineering report.
