Key approvals and actions
- Ordinance 24-109: Creation of West Raven Circle Natural Gas Local Improvement District (LID 669). Staff reported that three lots were balloted, two returned yes votes and one returned no; the assembly approved the ordinance after a motion by Assemblyperson Bill Gamble and "hearing no objection." (Public hearing opened and closed before the motion.)
- Ordinance 25-001: Amendment to MSB 3.15.200 regarding Board of Equalization dates. Deputy borough attorney John Asherbinder said the change removes a specific date in the code to reflect that the assembly sets dates by resolution; the assembly adopted the ordinance after the public hearing closed and a motion to adopt.
- Ordinance 25-002 (and Resolution 25-001): Acceptance and appropriation of a $15,000 grant from the Alaska Department of Military and Veterans Affairs (2023 state and local cybersecurity grant program) to modernize critical telecommunications cybersecurity. Cheyenne Heinell, finance director, described the grant; the assembly approved the ordinance and companion resolution.
- Ordinance 25-003: Conversion of a Port McKenzie on-call building maintenance specialist position to a full-time position. David Griffin, port operations manager, described duties and said conversion will increase the port roster to three full-time positions; the assembly adopted the ordinance.
Consent agenda and contract notices
The consent agenda was approved by voice vote. Items read into the record included contract conclusions and awards: Sunshine Creek Circle Improvements (Neisser Construction) contract concluded for $200,692.25; Central Landfill grading project (Scarcella Brothers) for $2,621,012.91; Valley View Drive and related upgrades (Mass Excavation) for $1,197,925.30; Tate Drive resurfacing (Western Construction and Equipment) for $615,721.16; a reported time extension for road bond package items; manager signature on a Rasmussen community grant application seeking $250,000 for upgrades to Matanuska River Park; and AM 25002: an order (contract number 2599 c) with DeBron Northwest Inc. for $505,648 to remount and repurpose two Northstar ambulances.
Procedural notes
Where votes were taken by "hearing no objection," the clerk recorded the legislation as passed without a roll-call tally. Assemblyperson Bill Gamble moved several of the motions recorded in the minutes. The assembly also introduced multiple ordinances for public hearing on Jan. 21, including ordinance 24-101 (multifamily regulation) and several budget- or code-related items.
Why it matters: The approved ordinances and contracts include capital and operating matters that will be implemented through department budgets and manager action.
