The Rosenberg City Council approved Ordinance No. 2025-04 to annex 157.83 acres of land into the city limits, a package that includes a voluntary petition to annex 139.523 acres and adjacent rights-of-way and drainage tracts.
City staff told the council the voluntary petition was filed by property owners Samuel Shum, Zed Partners Limited and 48 Zed LLC and that the council previously accepted the filing by Resolution No. R3792 on Nov. 19, 2024. Staff said the annexation package includes a 139.523-acre tract, approximately 9.34 acres of future Cobelin Road right-of-way, roughly 2.786 acres of FM 2218 right-of-way and about 6.181 acres of drainage-channel right-of-way between Seabourn Creek and FM 2218. Staff said required notices were sent and that the Texas Department of Transportation (TxDOT) had no comments or objections within the 61-day notice period.
City staff recommended approval. Council discussion focused on transportation and development responsibilities. Councilor Hector asked whether the planned road connections (Cobelin/Copeland to Band Road and ultimately to U.S. Highway 36) would be affected; staff replied that development agreements already in place set the parties’ construction obligations, with developers building Cobelin Road from FM 2218 to Sebring Creek and the city building the segment from the creek to Highway 36. Council members also discussed that some preliminary and final plat approvals and some 60-foot lot sections predated the ordinance change and that remaining sections would be required to comply with current standards.
Councilor Hector made a motion to approve the ordinance and Council member Jessica seconded. The mayor called the vote and the ayes carried the motion; the ordinance was adopted.
