Council keeps subdivision phasing and utilities ordinance in place amid continuing water concerns

The council voted to retain an ordinance requiring phasing for certain residential development and to continue evaluating waivers on a case-by-case basis as the city manages utility demand.
Staff said the ordinance was adopted in 2022 in response to water capacity concerns and that the city has worked with developers and used waivers where appropriate. Executive Director of Development Services (Griffin) told council staff recommended keeping the ordinance in place until water supply conditions change and the city can reassess.
Councilmembers expressed support for continuing the ordinance and noted staff and developers have found workable approaches using waivers and coordination.
The motion to keep the ordinance in place passed unanimously.
