Assembly proposes $300,000 parks rehabilitation request for state CIP list, refines federal priorities

The Kodiak Island Borough Assembly reviewed draft state and federal capital project priority lists on Feb. 13 and endorsed a staff request to add a $300,000 borough park rehabilitation project to the state CIP submission with a $150,000 local match.
Manager Amy Williams described the state and federal lists as tools to guide lobbying with state and congressional delegations and noted recent packet updates including Planning & Zoning approvals and additional language from the city of Kodiak. She said a borough park rehabilitation request for $300,000 with $150,000 in local matching funds would add a relatively low-dollar, shovel-ready project to the state list that could be attractive to legislators seeking small-to-medium ready-to-fund projects.
Assemblymember Beau and others supported a mixed portfolio of requests and said smaller, ready-to-build projects could have higher chances in a constrained budget environment. Williams said the borough has already included $300,000 in the engineering/facilities Level 1 budget as a recommended parks rehabilitation item and that a state award could free local matching funds for other uses.
On the federal side, staff noted that the submission window for congressionally requested spending had briefly been extended; staff will incorporate updated language that the city provided for Saint Herman Harbor and coordinate with the borough's federal lobbyist on final text. Assemblymember comments urged adding language tying certain capital requests to emergency services or preparedness where appropriate, and the manager asked members to provide suggested phrasing ahead of packet release.
The assembly directed staff to update the state and federal CIP resolutions and to distribute revised drafts for the next regular meeting.
