The Pender County Planning Board voted to recommend approval of a map amendment to change an approximately 1.37-acre parcel on U.S. Highway 17 from RA (Rural Agricultural) to GB (General Business).
Senior planner (presenter name recorded earlier as the same planning staff) described the site as vacant and heavily wooded with nearby commercial uses, including an adjacent general business parcel and boat-storage uses. The parcel sits roughly two-thirds of a mile from the Pender-Onslow county line, with Holly Shelter Game Lands to the rear and the new Share The Table building across the street.
Staff reported centralized water is available across U.S. 17; centralized sewer is not currently available for the site. The staff recommendation found the request consistent with multiple policies in the Pender 2 comprehensive land use plan (policies 5.1.c, 5.1.d, 5.1.e and 5.1.k) and noted the parcel’s location along a growing commercial corridor and access to utilities as supporting factors.
Board members discussed concerns about intensifying zoning adjacent to the Holly Shelter Game Lands and the breadth of uses allowed in GB. Planning staff and board members clarified that some uses currently allowed in RA require special use permits, while GB allows many uses by right, and that conditional rezonings remain an option if the board seeks to add conditions.
No members of the public signed up to comment. A motion to recommend approval was made, seconded and carried on a voice vote. The planning board record states the case will be presented to the Pender County Board of Commissioners on March 10.
