The DeKalb County Board of Commissioners reviewed its proposed executive agenda, referred multiple items to committees and consent, and accepted two walk-on items: a $35,000 ARP interest appropriation for Decatur Cooperative Ministries' Hagar House and a sublease allowing MARTA to occupy part of DeKalb County’s leased space at 3 Ravinia Drive.

Presiding officer Commissioner Marita Davis Johnson opened the review and invited committee chairs to report. Commissioner Ted Terry said the Employee Relations and Public Safety Committee had deferred several contracts to the afternoon meeting and approved contract extensions including emergency medical services and benefits consulting. Commissioner Michelle Long Spears summarized PECS activity and noted appointments and the allocation of $375,000 in ARP funds for warming centers.

During the executive-agenda review, county administration (Zach) outlined how items would be assigned to committees. Three airport items — item 1630 (standardized T hangar space lease agreement with Philip Reid), item 1631 (standardized T hangar space lease agreement with Philip Reid), and item 1646 (termination of a standardized T hangar space lease agreement with Michael Nies) — were slated for consent. Two Fire Rescue items, listed as 2025-0009 (EMS trauma-related equipment grant with the Georgia Trauma Commission) and 2025-0010 (a subgrant agreement with Atlanta Regional Commission for a mobile ambulance bus), were sent to IRPS for preliminary review. Public Works items 2024-1632 (acceptance of $800,000 in Safe Streets and Roads for All funds for a safety action plan) and 2024-1637 (acceptance of GDOT funds for the North Fork Peachtree Creek Greenway) were set for PWI.

Commissioners also directed higher-dollar purchasing and contracting items to the committees the administration identified; specific purchasing-item references given in the meeting included identification numbers set for IRPS and ops or audit review. Several items over $3,000,000 were identified as needing audit review before final consideration.

Two walk-on items were presented during the meeting. Commissioner Michelle Long Spears distributed a walk-on to appropriate $35,000 of ARP interest funds to Decatur Cooperative Ministries for Hagar House; Long Spears described the organization as operating an emergency program and said the funding was requested to help open its doors. Separately, county administration presented a walk-on sublease agreement between DeKalb County and MARTA to allow MARTA to sublet 150 square feet of the 440 square feet the county leases at 3 Ravinia Drive for public-safety computer equipment. Zach described the space as housing county computer equipment associated with 911 operations and said MARTA requested to co-locate equipment in the same room. The administration characterized the item as a small-dollar sublease and recommended placing it on consent; the board agreed to place it on consent without objection.

The meeting closed after a motion to adjourn that was seconded and approved by voice vote.
