Bettendorf planning commission approves two final plats, defers officer election

The Bettendorf City Plan and Zoning Commission on Feb. 19 approved two final plats that clear the way for subdivision work at Forest Grove Landing and an extraterritorial two‑lot subdivision in Scott County, and deferred election of officers until a quorum is present.
Forest Grove Landing Second Edition (case 25‑007), submitted by Forest Grove Landing LLC, was presented to the commission as a replat of portions of the original Forest Grove Landing First Edition. Planning staff said the second edition reduces the original 64.31‑acre first edition to a 47.76‑acre plat, combines and reconfigures lots, and adds a 30‑foot access off Competition Drive to provide an additional entrance and emergency access to the Authentics area. Staff noted Competition Drive is shown with 70 feet of right‑of‑way on the thoroughfare plan, that 15‑foot blanket utility easements border the rights‑of‑way, and that a 6‑foot sidewalk transitions to a 10‑foot trail near the site with 8‑foot trails planned along Competition Drive. Stormwater detention for the proposed lots will rely primarily on outlots carried over from the first edition, while Lot 1 must provide its own detention, staff said. Planning staff recommended approval.
"Staff makes a recommendation for approval of this final plat," planning staff member Greg told the commission.
A motion to approve case 25‑007 was moved, seconded and carried.
The commission then approved case 25‑008, described in the meeting as a final plat for a proposed two‑lot subdivision north of Valley Drive and just west of Wells Ferry Road in unincorporated Scott County. The applicant, Bernard Hoffman, told the commission he supported approval. Staff said the city has a voluntary annexation application on file for the property shown as Lot 1 and described Lot 2 as intended to act as a buffer for future development. Scott County currently zones the land as agricultural general, which allows only one building per lot under county rules; staff said no improvements or easements are required for the plat because no development is proposed at this time and that the plat meets requirements for an extraterritorial review. Planning staff recommended approval of case 25‑008, subject to staff recommendations, and the commission approved the motion.
Earlier in the meeting, the commission—then operating with four of its seven members present—moved to defer the annual election of officers until a majority of members are in attendance. The commission also approved the minutes from its Jan. 15 meeting.
The commission's approvals are advisory; the commission recommends action to the City Council, which has final authority on rezoning and annexation. The two plats approved Tuesday establish lot lines, right‑of‑way dedication and utility easement locations that will govern future site plans, utility connections and road staging as development proceeds.
