Board hears Texas Academic Performance Report; district to post full TAPR online within two weeks

Brownsville Independent School District officials presented the district’s required Texas Academic Performance Report (TAPR) for the 2023–24 year during a Feb. 4 public hearing and explained where residents can view the full materials.
Director Ronnie Renfro told trustees the TAPR package includes campus and district data drawn from the district’s PEIMS submission, assessment results, attendance and graduation/dropout statistics, special education determinations, and college‑, career‑and‑military readiness indicators. Renfro said the district’s consolidated TAPR will be posted to the BISD website within about two weeks and that printed copies will be made available at the district’s main office, the library, and at campuses upon request.
Renfro and trustees discussed specifics including STAAR participation, third‑grade reading and math snapshots, SAT participation and an annual growth report that measures accelerated learning. Renfro told the board the TEA has continued a pause on publishing the A–F accountability letter grades for the 2023 and 2024 ratings because of pending court actions; therefore the TAPR materials will not display A–F ratings this year, although it will retain other determinations such as the special education determination status.
Trustees asked where the public can easily access the report; Renfro said the district will post a stable link on the BISD website and will work with the public information office to share the link on social channels. Board members also asked when post‑secondary follow‑up data for graduates will be available; staff said those indicators (reported on a one‑year lag) are expected to be published soon and will be added to the consolidated materials.
Why it matters
The TAPR is a required annual package that provides residents and trustees with disaggregated data on student performance, graduation and dropout rates, attendance, bilingual and special education program statistics and staff/program inventories. The report helps the public assess campus performance, review campus improvement objectives and track progress on board‑adopted goals.
What the district said about A–F accountability
Renfro cautioned the board that TEA was not publishing A–F letter grades for 2023–24 at the time of the hearing because court matters remain pending. "You will not see our A through F ratings," Renfro said. He added that the TAPR will continue to provide performance levels (approaches, meets, masters) and growth metrics.
Follow‑up
Trustees and staff agreed to make the full TAPR available on the BISD website and to post public links via the district’s communication channels. Staff also noted printed copies will be available on request at the main office and at campuses.
