Resident raises concerns about redactions and delays for Path of History contract

A Redondo Beach resident told the City Council that a design contract for the city’s Path of History marker program has not been presented to the council and that public records related to the project contain unexplained redactions.

Ron Marrocco said the contract has been delayed and that his public records request produced documents with “massive” redactions and no explanation of who authorized them. He said he had been part of the email chain and could compare redacted and unredacted material; he asked for transparency in the city’s public records process and requested that the design contract be brought to the council for review.

Marrocco said he had submitted a public records request for the city’s redaction policy and that, despite copying the city attorney on the request and visiting the clerk’s office, he still had not received the policy. He told the council he would like the design contract on an agenda because “you can’t do anything without the contract in place.” The council indicated staff was working on the Path of History items, that in-house design strategy exists and that the city is seeking a higher-quality vendor for durable materials; staff said procurement and purchase order activity was in progress.

Council took a procedural motion to receive Marrocco’s comments and recorded no further action. Marrocco told council he wanted the contract presented to them and that he would discuss unresolved public records production with the city attorney.
