The council approved multiple procurement and contract ordinances by recorded voice vote with all members answering “aye” and no opposition. Key actions included acceptance of Fleming Construction Company LLC’s low bid for sewer lift station improvements (Summary Ordinance No. 13,692) in the amount of $415,473 for the Department of Wastewater; approval of an as-needed engineering agreement with Design Incorporated not to exceed $49,500 (Summary Ordinance No. 13,693) for Public Works; and a consulting agreement with Connick and Associates LLC not to exceed $120,000 annually for the Kenner Police Department (Summary Ordinance No. 13,694). The council also approved cooperative endeavor language and funding arrangements for Roosevelt Boulevard road repairs with the Louisiana Department of the Treasury (Summary Ordinance No. 13,695).
The council ratified emergency repairs for city equipment: fire engine 378 (Kenner Fire Department) repaired by Kenworth of Louisiana for $64,357.51 (Summary Ordinance No. 13,696) and a sole-source repair of a lift-station pump by Fluid Processing Pumps LLC for $23,570 (Summary Ordinance No. 13,697). The council also approved an amendment with MSMM Engineering LLC to add resident inspection services and extend the term for the 42nd & Lake Trail and 31st & Loyola Sew er Lift Station project, increasing that agreement by $28,980 to a total of $101,028 (Summary Ordinance No. 13,698).
Council members approved an $85,000 subrecipient agreement with Volunteers of America Southeast Louisiana for the Community Development Department (Summary Ordinance No. 13,700) and accepted other routine purchases and first-read ordinances, including HVAC and firefighter personal-protective-equipment procurements listed for first reading.
A street-dedication ordinance naming a newly dedicated street “Winning Way,” donated by Boyd Gaming/Treasure Chest Casino, passed unanimously (Summary Ordinance No. 13,701). The council also approved the minutes of the Nov. 22, 2024 regular meeting and other routine consent items.
On emergency authority, the council approved a resolution authorizing the mayor to extend the local state of emergency for the Hurricane Francine situation for the Department of Emergency Management. The mayor explained the extension allows the chief executive to maintain streamlined purchasing and complete FEMA-related paperwork; the mayor also noted a recent change in state law now requires, in the mayor’s and parish attorney’s view, a council resolution to extend older disaster declarations when they remain open beyond a statutory period.
A public hearing on Summary Ordinance No. 13,691 — an amended and restated cooperative-endeavor agreement concerning a 2% sales and use tax and a 2% hotel occupancy tax within a proposed Veterans Boulevard economic development district — was deferred one meeting by motion of Council Member McKenney, seconded by Council Member Dunne. The motion to defer carried unanimously.
All votes called on the floor were recorded by voice; where the clerk read motions and recorded “all council members in favor, please say aye,” the council answered unanimously with no recorded nays or abstentions.
Several items were presented on first reading or placed on the agenda for later consideration, including agreements tied to state aid to local government, vehicle purchases for the police department, a proposed franchise agreement with Entergy Louisiana LLC, and the proposed sale of a property at 409 Williams Boulevard. Those first-reading items will return for further consideration at a later meeting.
The meeting record shows the council handled the package of procurement and emergency items as routine business with limited debate; several council members and the mayor offered brief clarifying comments on funding sources and prior capital-outlay efforts in support of the approved agreements.
