Miramar approves three‑year police contract with 4/6/8% COLAs, pension contribution cut and education incentives

The Miramar City Commission on Jan. 22 approved a three‑year collective bargaining agreement with the Fraternal Order of Police (FOP) covering Oct. 1, 2024 through Sept. 30, 2027.
City Human Resources Deputy Director Naima Martin summarized the agreement’s financial and benefit provisions. The contract carries an estimated total cost of $16.2 million over three years and provides cost‑of‑living adjustments to represented sworn officers of 4% in year one, 6% in year two and 8% in year three. The agreement reduces the pension contribution rate members pay from 13.4% to 12.4%.
Other highlights include a roughly $150 increase in the annual uniform allowance, and expanded education incentives that increase maximum reimbursements to $7,000 per year for a bachelor’s degree and $10,000 for a graduate degree. The agreement also shortens the management notice requirement for schedule changes from 28 to 14 days to improve operational flexibility.
FOP Lodge 189 President Brent Steffen addressed the commission and framed the contract as recognition of officers’ public service and a step toward improving morale and recruitment. "We are committed to serve with pride and integrity to keep you and our residents safe," Steffen said.
Commissioners praised the negotiated agreement and thanked negotiating parties. The FOP membership unanimously ratified the pact on Jan. 10, 2025, and city negotiators presented the contract for commission approval. The commission approved the resolution on a recorded vote; Commissioners Barnes, Chambers, Colburn and Mayor Wayne Messam voted yes.
