Daggett County MBA adopts parameters resolution for up to $400,000 in lease revenue bonds for Dutch John water improvements

On Tuesday, Feb. 11, 2025, the Daggett County Municipal Building Authority adopted a parameters resolution authorizing the issuance of lease revenue bonds not to exceed $400,000 to fund water improvements in the Dutch John area and set a public hearing for March 11, 2025.

The resolution, described in the meeting as a “parameters” resolution, starts the formal bonding process: it sets maximum terms and schedules public notice and a hearing so the authority can return with a final bond resolution. Board members approved the motion after a brief discussion of notice timelines and coordination with state and local review requirements.

Board members discussed procedural timing for the bond process, including a 14-day publication window and a 30-day public examination period described in the resolution language. Participants also discussed coordinating with the town of Dutch John and with the Capital Improvement Board (CIB) as the bond and funding package moves through its remaining steps. The authority approved the parameters resolution with an amendment to the resolution’s public-hearing date; the hearing was set for March 11, 2025, at 9 a.m.

The meeting record shows a voice vote in favor of adopting the parameters resolution; a subsequent roll call included Board member Matt Tippett, who recorded his vote as “Aye.” Meeting minutes state the motion carried.

The board also completed two routine actions before and after the bonding item: it approved the minutes from the Feb. 4, 2025 MBA meeting and acknowledged receipt and review of the cash-summary and accounts-receivable report. Both were handled by motion and voice vote and were recorded as accepted in the meeting minutes.

In updates and correspondence, staff reported that submittals from the water treatment plant contractor were beginning to arrive for engineer review and that the project team expects to move forward with construction once bonding and award notices are finalized. Separately, staff said plans for the county clinic are nearing completion and that the architect and project team were preparing documents to put the clinic project out to bid. A town land‑use action in Dutch John was noted: town staff are developing an airport-related land-use overlay to meet a state requirement; meeting participants were told that, in town staff’s view, the overlay should not affect work already planned at the water plant.

Next steps: the authority will publish notice and hold a public hearing on the final bond resolution on March 11, 2025. The parameters resolution adopted Feb. 11 permits staff to proceed with required notices and preparations for the final bond documents and the subsequent decision process recorded in the public hearing materials.
