Encinitas Climate Action Plan draft to be released for public review; mobility element set for City Council hearing in April

Staff reported that the first draft of the updated Climate Action Plan (CAP) was completed on Jan. 17, 2025, and has undergone staff review. Consultants are incorporating staff revisions, and staff expects to release a public draft for review in March. The commission may consider the draft during a March meeting and a public workshop is planned around that time.
Separately, staff said the Mobility Element update is tentatively scheduled for City Council review on April 9, 2025. Staff noted the Mobility Element page is available on the city website and offered to provide a copy of the draft to commissioners who cannot find it online.
Why it matters: The Climate Action Plan and Mobility Element guide the city's emissions-reduction strategies and transportation planning, respectively. Public review opportunities will allow residents to comment on proposed measures before council consideration.
No votes or formal approvals on either document occurred at the commission meeting; both were reported as items advancing through staff and consultant review toward public hearings or council action.
