The Jordan City Planning Commission approved the preliminary plat for Riverstone Park Phase 2, a proposed subdivision at 1150 Dovetail Lane, during its meeting. Commissioners voted unanimously to advance the plat for final review.
City planning staff told the commission the proposal covers a roughly 98-acre parcel north of Interstate 90 and west of Decker Road and would create 39 lots, including 37 single-family lots and two larger outlots reserved for future development. “The proposed subdivision contains 39 lots,” Kelly, a city planning staff member, said during the presentation.
The plat is located in the Gateway District and is governed by The Villages master plan, adopted in April 2024, and the city’s future land use map. Staff said the proposal conforms to the Gateway Zoning Code and the master plan. “The proposed subdivision is in conformance with our Gateway Zoning Code, the village’s master plan, and our future land use map,” Kelly said.
Commissioners and staff reviewed site design and infrastructure details. Staff said the residential portion of the plat will rely on future city-park dedications to meet open-space requirements for the master-plan area; the master plan requires about 21.3 acres of open space across the larger planned area. Lot-size standards discussed included a minimum example of 8,712 square feet for a single-family building type and an average minimum lot size for this proposal of about 9,948 square feet; setbacks referenced for the Gateway District were 15 feet front and rear and 5 feet on the sides.
Public and technical infrastructure points discussed included the proposed public roadways and an alignment change under review. Dovetail Lane will serve as the primary access and is shown as a 60-foot right-of-way with a 39-foot-wide road. Kearney Court is shown as a 60-foot right-of-way with a 60-foot radius cul-de-sac and a 36-foot-wide road. Timberland Drive is intended to serve future phases as a 60-foot right-of-way and 36-foot-wide road; staff said the applicant has requested a slight realignment of Timberland Drive so it would not be centered on Kearney Court.
Staff said an approved traffic report — which staff said was previously accepted by YDOT and the City of Sheridan — provided assumptions used in the master plan and that the preliminary plat aligns with those assumptions. Because the applicant seeks to shift Timberland Drive slightly to avoid a very deep sewer structure in the currently platted location, staff said a letter from a traffic engineer will be required with the final plat if the alignment is moved. Staff also described a sewer depth concern in the currently platted alignment: leaving the street in the current position would result in a manhole depth estimated at about 23 feet, while the proposed realignment would reduce that depth to roughly 8 feet, a change staff said would be more practicable for construction and maintenance.
Staff said notice of the proposal went to 25 surrounding property owners and that, as of the meeting, staff had not received specific concerns. The commission asked questions about the alignment relative to an existing access road to nearby baseball fields and the practical reasons for the proposed offset; staff and the applicant’s representative explained the offset was intended to avoid the extreme manhole depth and to accommodate utility layout.
Commissioner Ryan Franklin moved to approve consideration of PL-24-41, Riverstone Park Phase 2 preliminary plat. Chair Todd Windsor seconded the motion. With no further discussion and no public comment, commissioners voted aye; the motion passed.
The commission’s approval was for the preliminary plat and design information; staff noted several final plat requirements remain, including a traffic-engineer letter if the Timberland Drive alignment is shifted and standard final engineering approvals before construction. The commission also noted a new planning commissioner will be appointed at the next city council meeting and discussed scheduling a procedures and rules training for commissioners in March.
The commission closed the item and moved to other business.
