The Anchorage Assembly on Jan. 10 held a work session to review proposed 2025 bond and levy propositions that administration staff compiled onto a single summary table for members to discuss ahead of the April ballot. Bill Fossey, an administration staffer, said the materials "place here on 1 page" the bond and levy propositions so members could "get into this conversation from 1 portal."
The summary distributed to assembly members lists a grand total of about $133,000,000 when school district bonds and newly proposed fleet levies are included. Ona Brause of the administration described two documents: a one-page summary showing proposition type, prior-year bonding and the impact per $100,000 of home valuation by service area, and a two-page detail sheet listing individual projects and ordinance numbers.
Assembly members sought context for the total figure. "If we look at, like, a 5 or 10 year view...with the proposals put forward, how is it gonna look in terms of how much we have outstanding?" Assembly member Zach Johnson asked. Administration staff said historical and projection details could be provided to members before final ballot decisions.
Members and staff also discussed the possibility of a late agenda action to amend previously adopted ballot language to add a "not to exceed" per-$100,000 homeowner amount. Fossey said the administration and the clerk "can go back and amend an item previously adopted and put in that not to exceed amount per 100,000" to answer the common homeowner question about cost. Staff indicated such an amendment would require an assertive assembly vote similar to a motion to reconsider.
The work session was advisory; no formal votes were taken. Staff said members should expect more detail on individual projects and revenue mechanisms before the Jan. 21 meeting when the ballot language is finalized for the April election.
