Committee backs coordinated youth violence review and response team, asks amendments and report‑deadline change

The General Assembly Committee voted Jan. 21 to move PG 30125 favorably with amendments recommended by the county executive’s office. The bill would establish a Prince George’s County coordinated youth violence review and response team to identify systemic issues, recommend interventions and coordinate case reviews for youth at risk of violence.
Daryl Carrington presented the bill on behalf of the delegation, describing membership that would include representatives from the county executive, the police department, public schools, the health officer, the department of social services and the Department of Juvenile Services. The team would review cases of youth at risk, develop prevention and intervention strategies and foster interagency partnerships.
McKenna Skinner, representing the county executive’s office, told the committee the administration supports the bill’s intent but requested extending the date for the first required report from Jan. 1, 2026, to Jan. 1, 2027, to give the team more time to organize. Skinner also asked for language to ensure access to wraparound services and noted that the program would likely have an unspecified fiscal impact beyond the county’s existing Hope in Action program, which had been funded with ARPA dollars.
Committee members voted to move the bill favorably with the county’s recommended amendments. Vice Chair Fisher and Council member Sydney Harrison seconded the motion. Committee members said better interagency data sharing and balancing confidentiality with transparency would be central to the team’s work.
The bill advances to the next stage with the instruction that the delegation consider the requested changes to reporting deadlines and to clarify service‑delivery and fiscal responsibilities.
