The Bedford County Board of Commissioners approved a set of routine and programmatic actions at its Jan. 14 meeting, including expenditures, interagency service agreements, grant application resolutions and multiple appointments.
The board approved minutes and a motion to accept the county’s top expenditures for the month. The chair read the top 10 expenditures aloud, which included health insurance (UPMC), county retirement contributions, IT services (RBA Services), prescription costs for the jail (Diamond Drug), 911 tower lease, food services for the jail (Summit Food Services), building lease for Children & Youth Services, forensic autopsy invoices and medical services for the jail. The commissioners voted to approve the expenditures.
On interagency and grant matters, the board: - Approved a service agreement between Bedford County Children & Youth Services and the Bedford County Juvenile Probation Office for Valley Youth House for the period July 1, 2024, through June 30, 2025. - Adopted a resolution authorizing the filing of a HOME Program application with the Department of Community and Economic Development to apply for $200,000 for owner‑occupied housing rehabilitation; the resolution cited HOME program authorities and cited required citizen‑participation and other assurances in the resolution text read at the meeting. - Approved a governing-body authorization resolution to submit an application for a strategic management planning grant to the Pennsylvania Department of Community and Economic Development; the resolution authorizes Stephanie Clevenstein, director of planning, to apply and commits county matching resources at 50% for phase‑2 implementation of recommendations identified in phase 1.
On appointments and planning matters, the board: - Appointed DeRay Walls to the Bedford County Planning Commission for a term effective Jan. 1, 2025, through Dec. 31, 2028. - Moved and approved the county’s ranked local bridge improvement and roadway requests to the Southern Allegheny Regional Planning Organization for inclusion in the 2027 Transportation Improvement Program; listed projects included numbered local-bridge requests (T-3223, T-704, T-634, T-301, T-4904, T-5807, T-5908) and a Route 96 repair request.
Personnel and administrative actions approved included new hires and separations as submitted by department heads; commissioners voted to approve new hires and then separations in separate roll calls, with at least one abstention recorded on a separations vote. The board also approved wages as provided under union contracts for January as recommended by department heads.
Other routine business included a motion to appoint named county representatives to several agency boards (motion carried) and a brief county staff update on bridge projects and related PennDOT reimbursement steps presented by county engineering consultants.
