Committee advances downtown conversion waiver after contentious public comment; recommendation passes 2-1

The Land Use and Transportation Committee on Feb. 10 considered an ordinance that would (1) exempt specified downtown commercial-to-residential conversion projects from Planning Department impact fees, including the inclusionary housing requirement; (2) create a process for previously approved projects to request fee modifications; and (3) remove the application deadline from the commercial-to-residential adaptive reuse program. Planning staff affirmed consistency findings and recommended limited changes.

Why it matters: Sponsors argued the downtown core faces unprecedented vacancy and that waiving certain fees would unlock conversions that create housing, bring residents back downtown and support the citytax and retail base. Opponents, particularly community and cultural-district groups, said removing impact fees would strip funding for parks, childcare, schools and affordable housing and argued priority equity geographies and cultural districts should be carved out.
