Trust advances homeless reporting tool and shelter expansions; webinars reached municipal police departments and 11 requested access

Trust staff updated the board on implementation of a homeless reporting tool developed to coordinate outreach and engagement with municipal police departments and other partners. According to the report, staff held eight webinars; 22 of 33 municipal police departments participated in at least one webinar and 11 departments requested access to use the reporting tool.
Staff said webinars also included the Trust'contracted outreach team, solid waste management, Miami-Dade Transit and Miami-Dade Parks; meetings were pending with the Florida Department of Transportation. The Trust described the tool as a way to streamline deployment of teams and better coordinate with municipal organizations and police departments.
On shelter expansion and retrofit projects, staff reported the following geographic and project updates: Better Way improvements are underway with bids being collected; the Trust is pursuing a navigation center outside unincorporated Miami-Dade; the Trust is pursuing 45 beds in the northwest area (referred to in discussion as Opelika) with city and CRA conversations ongoing; and the Trust has an 80-bed project tied to Chapman in the school district in Homestead. Vicky credited Commissioner Bastien and Commissioner Gilbert for approvals and local coordination on specific sites.
Staff also confirmed a $2.6 million grant from the City of Miami to offset shelter costs during the fiscal year and said the Trust continues to monitor potential civil actions; as of the report, none had been indicated. The board asked staff to clarify geographic diversity of programs and staff listed multiple locations where the Trust operates programs, including Miami Beach (hostel), Cutler Bay (Hideaway on the Bay), Homestead (Chapman-linked beds) and North Miami.
The board asked that staff continue to provide updates on navigation-center planning, capital needs for new sites, and progress on municipal outreach for the homeless reporting tool.
