Council creates Parking Violations Bureau and appoints Tony Izzo as adjudicator

The Saratoga Springs City Council on Feb. 4 adopted a new ordinance (Chapter 226) creating a city Parking Violations Bureau to administer parking-ticket adjudication, record-keeping and fine collection. The change comes after the city court informed staff last year it would no longer provide clerical services for parking-ticket proceedings.
Public Safety staff and the city attorney explained the bureau will be staffed primarily by Department of Public Safety personnel and will include adjudicators for hearings and staff to keep records and collect fines. The bureau is intended to allow parking enforcement officers more time on the street by centralizing administrative work and removing the need for enforcement officers to appear in court for routine parking operations.
During the meeting the council discussed due process: if a motorist requests a trial, the matter may still move to city court. Council members said the bureau should increase administrative efficiency and reduce overtime for enforcement officers.
The council passed the ordinance and later approved the appointment of Assistant City Attorney Tony Izzo as adjudicator for the Parking Violations Bureau; that appointment passed 5-0.
City staff said the bureau will start with existing administrative staff and will be coordinated with public safety and the city attorney's office. The change is intended to continue existing parking adjudication procedures under a city administrative structure now that court clerical support is no longer available.
