Staff said the retreat will emphasize council priorities, strategic planning and governance topics and will include time for a draft review of the annual report instead of a final approval.
Why it matters: The retreat sets the council’s policy priorities and a framework that staff will use for budgeting, capital planning and public engagement through the year. Council members and staff said that a focused retreat can reduce rushed decisions elsewhere and improve alignment on longer-term objectives.

Councilors and staff discussed reserving most retreat time for the top three agenda items and handling smaller or technical items as separate work sessions so the retreat conversation is not rushed.
Follow-up Staff will send a prioritized agenda and materials in advance; councilors may be asked to rate or rank potential priorities so staff can include illustrative examples and time allocations in the retreat packets.
