Post Falls council approves multiple routine measures, declares vacancy on council

Post Falls City Council on Dec. 3 held routine votes on several administrative items and formally declared a council vacancy after accepting a resignation.
The council unanimously approved the consent calendar, which included minutes from the Nov. 19 meeting, accounts payable and hand-check reports for Nov. 20–Dec. 4, participation in the Kootenai County Emergency Operations Plan and several final plats (Foxtail Tenth Edition, Sixteenth Avenue Addition, Boyd's Landing First Edition and Northplace East 2024; decision file SUBD-23-7).
Councilors also approved a fee-resolution amendment (labeled “fee resolution amendment number 2”) and a budget ordinance amendment (labeled “budget ordinance amendment number 1”), each placed on a single reading under suspension of the rules and approved by roll call. The council directed the clerk to assign ordinance/resolution numbers and publish the budget ordinance by summary.
Separately, the council approved a construction contingency for ongoing work on solids hopper and biofilter odor-control improvements at the city's water reclamation facility after a presentation from Utilities Manager Craig Morpold. The contingency will allow limited change orders during construction to address unforeseen conditions without returning to council for every minor adjustment.
Council President Malloy also announced and the council accepted Councilor Walker’s resignation and declared the vacancy. Applications for the seat closed the prior week; the mayor will review roughly 22 applications and interviews are scheduled for the Dec. 17 meeting. The appointed candidate will be sworn in at the first council meeting in January.
All motions listed above carried on voice or roll-call votes. The clerk conducted roll-call votes for the formal ordinance/resolution items and the contingency request; each vote was recorded as passed.
