The City Plan Commission on Feb. 13 approved a rezoning of approximately 100 acres north of Stan Roberts Senior Avenue and east of U.S. 54 (Patriot Freeway) from Ranch and Farm to R-5 residential to allow phased residential development.
Planning staff said the conceptual site plan shows 569 residential dwellings (a mix of single-family homes and duplexes), two parks and other amenities; staff noted the conceptual site plan is not binding under El Paso City Code. Main access shown on the conceptual plan would be from U.S. 54 and Dyer Street. The parcel is in the Plan El Paso “O5 remote” future land-use designation, and staff recommended approval with a condition that a 100-foot landscape buffer be provided between U.S. 54 and any residential zone district prior to issuance of certificates of occupancy.
No public comments were recorded in the staff report. The commission voted to approve the rezoning with the stated condition; subsequent phases, infrastructure and subdivision matters will follow standard permitting and platting processes.
Staff emphasized that the conceptual plan is illustrative and not under code review; detailed engineering, street access and subdivision approvals will be required before residential construction can occur.
